The objective of the Legal Department is to provide legal advice and support to the Minister, Vice-Minister and State Secretary of Ministry’s decision making process within the framework of the Minister of Finance and Ministry of Finance.

We are dedicated to:

·         Preparing, introducing and being ratified a draft /amendment and renovatement/ of legislation of Mongolia, which are budget, finance, tax, custom, accounting, auditing, property valuation, procurement, foreign loan and grant, and treasury, in order to improving legal environment of framework of  the Minister of Finance and Ministry of Finance;

·         Providing legal adivice, recommendation and information to the Minister, Vice-Minister, State Secretary of Ministry of Finance;

·         Preparing a draft contract and agreement that binding internal and foreign contractors within the framework of the Minister of Finance and Ministry of Finance;

·         Assisting in making an agreement on Stability and Investment with the foreign investors;

·         Representing the Minister of Finance and Ministry of Finance to any courts, arbitrations and law enforcement administrations;

·         Preparing draft of instructions, regulations, and guidelines that related to implementing the legislations; and

·         Providing legal advice, information and training to administration and staffs of the Ministry of Finance;

The Legal department is responsible in legal matter for implementing strategy of activity of the Minister of Finance on the basis of fundemental principles of the activities of the State, which shall be democracy, justice, freedom, equality and respect for law in according to the Constitution of Mongolia:

·         Supervising and zurchliig arilguulah an order and decision of the Minister of Finance and State Secretary of the Ministry of Finance and any other documentations which are prepared by the staffs of the Ministry of Finance;

·         Making comments on draft legisltation that are prepared by the member of Parliament, the Government and Ministries;

·         Organizing conference of Council of Minister of Finance and implementing its decisions
